Titus called the meeting to order at 3:05Titus said we will begin with motions on the Administrative section of the budget.
Chris moved to pass line 1301 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Aera moved to pass lines 1303 and 1304 as recommended. Frank seconded. Vote: Aye Unanimous Passed
Frank moved to pass lines 1307, 1309, 1315, 1316, and 1342 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Chris moved to pass line 1306, Phones for $3,172, a $500 reduction. Frank seconded. Mae asked why they are decreasing it. Chris explained that for the last two years the full amount has not been used so they are reducing it. Vote: Aye Unanimous Passed
Titus said we are moving on to the ASGRCC section.
Chris moved to pass lines 1310, 1312, 1313, 1314 and 1317 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Aera moved to pass line 1311 for $5,000, a $500 reduction. Frank seconded. Mae asked if this was the same as the phones and did they discuss it at the last meeting. Titus said it is and they did. Vote: Aye Unanimous Passed
Titus said we are moving on to athletics.
Chris moved to approve all Athletic line items as recommended. Aera seconded. Vote: Aye Unanimous Passed
Titus said we will move on to Auxiliary budgets
Frank moved to pass lines 1335, 1336 and 1337 as recommended. Chris seconded. Mae said she thought The Current was asking for more money. Titus said that would be in the Supplemental Budget. Vote: Aye Unanimous Passed
Moving on to Intramurals/ODP
Chris moved to pass lines 1302 and 1358 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Aera moved to pass line 1308, Fitness Lab for $8,000, a reduction of $1,000. Mae asked if this is for the Fitness Center. Chris said they have had surpluses of over $2,000 for each of the last two years. Vote: Aye Unanimous Passed
Performing Arts
Fran moved to pass all Performing Arts budget lines as recommended. Chris seconded. Brandon asked what line 1366 is. Susan said it is Heavier Than Air Family Theatre, a community theatre. Chris asked what they need the money for. Susan said that they need it for the beginning of the year before they start bringing in revenue. Vote: Aye Unanimous Passed
Recreational Arts
Aera moved to pass lines 1305, 1349, 1350, 1351, 1352, 1353, 1354, 1355 and 1356 as recommended. Chris seconded. Vote: Aye Unanimous Passed
Mae asked when the name changed. Susan said that the correct name is Student Life, this document just hasn't been updated.
Chris moved to pass lines 1359, 1360, 1370, 1371, 1372, 1373, and 1374 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Aera moved to pass line 1357 as recommended. Frank seconded. Mae asked why this was singled out. Titus said they had discussed increasing this budget. Vote: Aye Unanimous Passed
Clubs/Organizations
Frank moved to pass lines 1348,1361, 1362, 1363, 0365, 1368, 1375, 1376 ,1377, 1378 and 1379 as recommended. Aera seconded. Vote: Aye Unanimous Passed
Aera moved to pass line 1364 as recommended. Chris seconded. Mae asked why this line was excluded. Titus said this was the same situation, they have not used all of their money for the last two years and they had discussed cutting the budget in earlier discussions. Vote: Aye Unanimous Passed
Student Services Control
Chris moved to pass lines 1390 through 1395EF as recommended. Aera seconded. Vote: Aye Unanimous Passed
Chris moved to cut line 1397 from the budget. Aera seconded. Dani said that she wants a Finance Committee member other than Titus to justify this action. Chris said they decided to cut it. Aera said that since it goes into the reserve fund they want the money to go for the items that Deb suggested for the kitchen. Dani said it would be used for the same thing in the LSC Remodel so why remove the line. Frank asked why it is important to keep this budget line. Dani explained that this has been in the budget for years to be used for large projects in the student center such as purchasing furniture for the game area, the Rainier Room and other items that make the building more pleasant for students. Bryce added that with the State budget crisis it is important to have money to use for projects. Mae also asked why they wanted to move the budget. Dani said there are not always specific things that the money is used for but it is able to be used when the need arises. Becky suggested splitting the difference and said it is nice to know the money is there if you need it. Chris said what doesn't get spent goes to the reserve fund so they aren't looking at what has been spent. Dani said you can't look at it the way you look at other budget lines, the last time money was spent out of the LSC Remodel was for the portal/e-mail project. Chris said that it is $50,000 and there is lots of extra money that can be used in supplemental. Dani said that is what she has been saying, they can leave the LSC Remodel as is and use that money for the grill and coolers instead of moving it to the Supplemental Budget and using it for the same thing. Frank said if they cut the whole budget there won't be a way to save money, he thinks the line should be kept. Aera suggested keeping the budget line but reducing the amount. Cassius asked what the process is to spend money out of the reserve fund. Dani said it is similar to a bill. Cassius asked if they have to come to Senate. Dani said yes and added that in the 11 years she has been here they have always approved the expense. Cassius asked if there was a time restriction on it. Dani said no, Susan reminded everyone that this money isn't available until July 1. Vote by secret ballot: Aye 1 No 1 Abstention 1 The Chair cast the tiebreaking vote of Aye. Passed
